Canadian Ingredient Labelling Update
As you may remember, on March 27, 2004, Health Canada published their proposed Cosmetic Ingredient Labelling Regulations in Canada Gazette Part I. The document is titled "Regulations Amending the Cosmetic Regulations" and can be found online at:

Heath Canada has reviewed the stakeholders' comments and is making appropriate "modifications to the proposal in order to reflect some of the suggestions that were raised during the consultation phase."
Recently, Health Canada sent out a letter to stakeholders that address some of the comments.

In this letter, Health Canada announced that the 10th edition of the International Cosmetic Ingredient Dictionary and Handbook, "as amended from time to time" would be the source for INCI names.
Although a concern for many stakeholders, Health Canada does not plan on changing section 21.1 (4) "which requires that companies choosing to use the English equivalent as set out in column 2 of the schedule, instead of using the trivial name set out in column 1, must also include the French equivalent found in column 3."

Health Canada believes this "provides the greatest amount of flexibility for industry, while still recognizing the unique situation in Canada."
Health Canada plans on publishing this ingredient labelling regulatory amendment in the Canada Gazette, Part II at which time it will become law.
